Corrupt police should be espcially humiliated and punished for violating the publics trust and financing of their operations. Lying, stealing, physical violence, rape, abuse, and corruption should not be tolerated by anyone, especially a public that slashes social services to finance those who are supposed to protect and serve. I have no real problem with honest non-racist cops who aren't out to "save the world" from the evil doers or whatever other threat is the flavor of the week. Granted, they represent a horribly corrupt and probably unsalvagable state, but for the most part they are just people trying to survive and I don't hold that against them until they give me a reason to do so. I hate the institution and the corrupt officers once I have reason to do so, otherwise I just consider them misguided lost souls.
