The only time it is reasonable for a Citizen to use violence is when someone is threatened with bodily harm. Police have a little bit more leeway in resorting to violence, but it doesn't look like it was in any way justified here. Most likely far from justified. Beyond "shouting FIRE in a crowded theatre", etc, Free Speech and the right to Free Assembly is absolute.
