How not? When this 'democratic' system was set up those in power had no intention of letting the people rule. There is no popular vote. Even with the electoral vote the elections have been historically tampered with.
It's been documented that the Kennedy family bought the 60 election.
If they did it and the neo-conservatives did it then everyone did it.
