This is a question I would like to know the answer to as well. I suspect parking lots are a big gray area if both cars involved in the crash have drivers in them. You would probably have to look at case law. A ruling would probably either find both people equally at fault or in favor of the person the was moving more cautiously and slowly based on the car's black box.

Black Box? Where do I get one of those? No wonder I am having so much trouble...

Many new cars have a device that keeps a record of speed, if the accelerator or brake is pressed, and other info and saves the last 5 seconds to a few minutes of this data when a crash is detected.

In more extreme crash cases, like if someone is injured this data is actually used in court. But worth considering asking for if you are ever in a wreck and you believe you were in the right.

The first link is a case in Canada where the box showed that the person was not only driving recklessly he didn't even take his foot off the gas when he smashed into the other car.
