On Tuesday July 26th during its evening session (sometime after 7:30 PM) the City Council printed agenda says Council will be taking up further discussion of the "Unruly Assemblies" law.
The law passed a second and final reading at the June 28th City Council meeting 5-2 and is scheduled to go into effect on July 28th.
The agenda item description for item #33 on Tuesday night as as follows:
"33. Loud and Unruly Gathering Ordinance Policy and Administrative Guidelines. (CM197)
That the City Council review policy and administrative guidelines pertaining to the implementation of the Loud and Unruly Gathering Ordinance and provide direction as appropriate."
There is no material available on the internet or in the library involving any specifics about these "guidelines", though more information may be made available prior to City Council meeting.
Rotkin suggested during the second reading that the guidelines would not have the force of law, but were Council "suggestions". The police, he noted, would draw up their own general orders on the matter.
Item #33 is also the last item on a packed agenda which may mean it will not be heard until very late.
City Council can be contacted at 420-5020 to urge it to pass an urgency resolution suspending the law until such time as it can have fairer and more deliberate consideration.
Such action, of course, requires urgency findings (not impossible) and a five Council members voting in favor (highly unlikely).
