Audio file is incomplete

unfortunately, the audio here on this site is not complete. Listen to the entire hourlong presentation www.radio4all.net/proginfo.php

incomplete

The file uploaded here is "almquist_1007.mp3", size 2,944,000 bytes. It begins with the words "On the board of supervisors, we think of ourselves..", and ends abruptly after 8mins 12secs.

The file available at the radio4all link above is
"1015_ftaa_hearing_64.mp3", size 28,264,071 bytes. It begins with the song "Hey, rich king Midas.." and supposedly runs 58mins 53secs.

I see no way to reconcile the two. Please upload another copy of almquist_1007.mp3 if the original exceeds 2.9M, or point me to a complete copy so I can swap them.
