Four peace activists were cited for camping or being in a park after hours while sleeping in the Town Clock area early Tuesday.
Demonstrators had been holding 24-hour peace vigils at the popular preaching grounds for several days, but police issued citations for the first time Tuesday, Sgt. Jim Lunnen said.
They gave several warnings first, he said. Shortly before the tickets were written, police arrested John Swis, 35, on a suspicion of trying to slash the tires on a patrol car, Lunnen said.
