On January 30th, at 2:45 p.m., two SCPD officers approached the HUFF table and declared that the table was obstructing the sidewalk. Without giving HUFF activists Robert Norse or Zoe Joy Einbinder a chance to move the table, Baker announced he'd been videotaping them all afternoon and had observed that "several people had to walk around them [HUFF]" Norse offered to move the table, saying that it was the first he'd been told of the alleged obstuction...Baker decided to handcuff and take Norse into custody for the infraction citiation after Norse publicly announced he was being ticketed for "operating a political table" and "petitioning". Baker also confiscated the tape recording Norse was making of the arrest process.
