It is true that capitalism is a social relationship, one based on the exploitation of the vast majority for the profits of a very few. Governments that enforce those social relationships through the use of their cops, courts, military, and establishment politicians are capitalist governments.

I do not agree Tony Cliff or Max Shachtman in their theories that characterize the deformed workers states as state capitalism. I'll post more on this later when I have a little more time.
