I'm confused. Does CHP have jurisdiction on ANY road, anywhere, including city streets? Does CHP have jurisdiction in this situation, simply because its an overpass of the state, Highway 1 corridor? What about SCPD Cops? Is this piece of the road something they have no jurisdiction over?
