Actually, it does - the mistake often made is to count only government aid, when private aid is taken into effect, the U.S leap frogs many other countries.

But it has nothing to do with the rampant corruption - say, for example the 220 billion dollars that were siphoned off by various Nigerian leaders since 1960? That's Nigeria alone!

Our aid doesn't mean anything because it's usually in a Swiss account or spent on yet another mercedes for a government beuarocrat.
