The revised text was accepted by its sponsor in its entirety as a "friendly amendment" and served, I think, to phrase things more tightly (fewer "whereas" clauses) and also in terms of what the war will mean for the campus community. While some phrases were softened, other phrases were added or strengthened.
Conversations I overheard after the vote revealed that without the amended changes, the resolution would have passed, but not unopposed. That would have been a shame. The amendment brought debate to a quick close and removed all opposition, enabling a 58-0 vote. This is far more important than achieving (for example) a 48-10 vote on an amendment with very slightly different character,
So I think this was a huge political success, and congratulations are in order for the students who drafted the amendment, and the faculty who sponsored and amended the resolution.
